From Ultimate Commander

1. Update the news file.
2. Tag the SVN with the following tag:
   UC_{MAJORVERSION}_{MINORVERSION}_{UPDATEVERSION}
   replacing the invididual {*VERSION} numbers respectively.
3. Build the application.
4. Upload the build to the SourceForge.net file release system.
5. Update the project download page.
6. Update the freshmeat.net project page.
